Well, I'm actually not sure if you could get away with only compiling those, but if you also apply the ppb-hotplug.patch you might actually build the kernel as well. It won't hurt anything for sure.

# ./build.sh tools kernel=GENERIC
# mv /netbsd /netbsd.old
# mv /usr/src/sys/arch/`uname -m`/compile/obj/GENERIC/netbsd /netbsd
# shutdown -r now
