That is not -stable, it is -release.

The BCM4309 was added to OpenBSD eight years ago.
First, confirm the firmware you installed was the correct firmware for 5.3-release. It should be bwi-firmware.1.4p2. You may check this with pkg_info(1).
If you are using the correct firmware, I recommend you post a problem report to the OpenBSD Project. Before posting, please read and carefully follow the instructions in http://www.openbsd.org/report.html if you want a positive response.
