If there's no problem with your AP, or with your WEP key (length, format, etc), or other matters (confirm that other machines can associate with the AP and go out onto the net), then connecting a client via a single line in
/etc/rc.conf should be straightforward:
On a client machine running FreeBSD 7.0-RELEASE-p1, associated with an OpenBSD 4.3-current AP handing out IP addreses via DHCP:
