The Debian ati wiki indicates that Radeon S690 cards need firmware. I think the first step is to verify that you have the firmware - your dmesg may be helpful.

The other thing that looks odd in the xorg.conf is

the BusID. Is this consistent with # pcidump? A corresponding command in linux is lspci and a BUSid for a HP Pavilion notebook in this Arch wiki
