PACKAGES Base directory where portupgrade creates packages.
Default is ``$PORTSDIR/packages''.

--backup-packages Keep backup packages of the old versions. These
are kept in a temporary directory. See PKG_TMPDIR
and TMPDIR in the ENVIRONMENT section.
So, by default, the temp packages are stored under /tmp. If PACKAGES is set in the environment (via shell rc files, for instance), and you use -b, then the packages are left behind in the directory you specify.
