Exclamation [NetBSD i386] can't shutdown/reboot

I have NetBSD 8 (i386) on an old 686 (i.e., 'p3') and it won't shutdown/reboot, only does a few shutdown commands, hangs with no further output, stays on. I think it doesn't have ACPI, but it has APM (I can start it without ACPI.) Same happens with Slackware 14.2 (32-bit) on it, which says says 'system halted' and stays on.
