Nothing is muted, but do make sure volume is turned up. The mixerctl(1) man page should provide instructions on how to do that.

Also, on what computer are you running this? I've noticed that on my Thinkpad T61 notebook I have to press either the volume up/down button at least once every time I turn it on or I won't have any sound. Even though mixerctl shows nothing is muted, and volume is turned up.
Note that this is on OpenBSD, not NetBSD. But if you're running on a notebook, you might give it a try.
