I don't think that's the issue, the PCI-to-ISA attachment failed.. so it dropped to the legacy isa0 at mainbus method, there is only ever 1 ISA bus.

We don't know enough about his system, as he doesn't appear very forthcoming, but it could be a one of those "sound card" modems.

They seem to be popular these days, essentially they're the same as a PCI Winmodem.. all the functionality is moved into the Windows driver, it's very messy stuff.
