I have three suggestions:
  • Simplify the configuration. If you are plugging the keyboard into a USB hub, for the purpose of testing, plug the keyboard directly into a USB port on the motherboard. Is NetBSD the only operating system where this behaviour is exhibited? Is this a multiboot configuration?
