The error you describe is most likely due to the fact that the file & directory are not present.

Source code to OpenBSD is not installed by default. You can find the source in src.tar.gz & sys.tar.gz on the official CD set or in pub/OpenBSD/4.9/ on a mirror. Section 5.3.3 of the FAQ gives more information for the curious.
