Default OpenBSD unable to configure DHCP on eth0

During installation, OpenBSD was unable to automatically configure DHCP on IPv4 on eth0.

The following is a partial report on what happened:

Issuing hostname-associated DHCP request for eth0

DHCPDISCOVER on eth0 to 255.255.255.255 port 67 interval 1
DHCPDISCOVER on eth0 to 255.255.255.255 port 67 interval 11
DHCPDISCOVER on eth0 to 255.255.255.255 port 67 interval 17
(and it went on for a few more intervals)

No acceptable DHCPOFFERS received
No working leases in persistent database - sleeping

Issuing free-roaming DHCP request for eth0

DHCPDISCOVER on eth0 to 255.255.255.255 port 67 interval 2
DHCPDISCOVER on eth0 to 255.255.255.255 port 67 interval 4
DHCPDISCOVER on eth0 to 255.255.255.255 port 67 interval 12
(again it went on for a few more intervals)

No acceptable DHCPOFFERS received
How do I fix the problem?
