Hello, and welcome!

While I may not be able to offer much help, the best place to gather information is your dmesg(8). This will show you what the OS understands about the hardware it is running on. If you copy/paste it here, someone may be able to help.

In particular any error messages produced in the dmesg() that requires you to switch to a different USB port indicates a USB problem of some kind. The problem may be with how the mouse attaches, or how the driver perceives the mouse is operating.
