I do not have sshguard installed, but with the -L option of pkg_info(1) I can see it has a both a man page and an OpenBSD-specific README:

Just like TronDD, I don't think this makes any significant change in your security. It just blocks these attackers to keep them out of your logs.
You have already done the most important thing: you disabled password authentication.
