No. Sectors are held in reserve for extended MBR partition tables, boot programs, and similar purposes. The reserved sector count may vary by disk device and the interpretation of the disk partitioning program -- in this case, fdisk(8).

I don't have a simple answer, other than "osmosis" or "experience" but those are trite, and not very helpful. I've been using OpenBSD for about 15 years, and managing hard drives for about 40.
