It appears that you are attempting to do get the filesets manually. If so, you are making the process harder than intended. Section 4 of the FAQ covers installation issues, & in particular, Section 4.5.4 shows how the install script can be directed to get the filesets through FTP for you.

My suggestion would be to study Section 4 of the FAQ to familiarize yourself with the intended installation procedure before doing anything else. The FAQ is quite thorough in its explanation of a number of topics, be it installation or otherwise. A great New Year's resolution for all of us would be to take the time to study the entirety of the document. As a newcomer to OpenBSD, you will save yourself a lot of time & aggravation if you study it here at the beginning of your journey.
