True, on the installed OS. However, the OpenBSD Project website has a link to the OpenBSD Manual Pages, which includes all man pages through history, for all architectures. -current is the default, though you can select any prior release. Here is the link to the -current man page for ifconfig(8):

The history of the ifconfig man page starts with OpenBSD 2.2, which was from September, 1994.
