I don't understand what you're asking. If your question is, "does Openfire work with OpenBSD and can I use plugins?", then the answer is "Yes and yes." Openfire 3.8.1 is available as a port/package for OpenBSD 5.4. Plugin use is discussed in the README which you can find in /usr/local/share/doc/pkg-readmes/ once you install the package with
pkg_add(1).
