No; per the answer you received, this is not a firmware issue you are having. Rather, OpenBSD would need to develop a port of the ATI components of FreeBSD's AGP driver. And if I understand the history properly, this particular component of FreeBSD's driver was not originally ported to NetBSD, which was the source for OpenBSD's
agp(4) driver.
