So the OS probes hardware but just doesn't create a xorg.conf .. it does this each time xinit /startx are used .. right ?

It depends of the computer : X may need xorg.conf, or not.
My computer (OpenBSD 5.1) need a /etc/X11/xorg.conf, just can't launch X without it.
