It should be obvious that I am not "the congress", in addition even the government is allowed to censor things like (excessive) profanity, obscenity, pornography, violence, etc. for obvious reasons.

Also, net neutrality means that a network (i.e. the internet) as a whole should be neutral, not individual sites, so net neutrality has nothing to do with any of this.
