I solved the error. What was happening is the it wasn't building all the binaries early enough and then was tripping over itself. I manually built the binaries and then let Make take care of the rest. But, pkgsrc needs to fix the Makefile. I filed a PR -
pkg/38964 - so hopefully, this will be taken care of quickly.
