Officially, yes, however those that order the official CD sets may get them before 1 May. Early receipt is all dependent upon how many people have already made their orders
(first come, first served...). Those who read
misc@ will note that some get into an unofficial contest for bragging rights saying they were the first to get CD sets for the latest version. This happens every release.

Something to look for in CVS is when the

Tracking changes to
sys/conf/newvers.sh is a good indicator of when code is frozen in preparation for CD duplication.
-current snapshots obtained mid-February are
close to what will be OpenBSD 4.9-
release. Given that a month of check-ins has occurred since tagging, snapshots obtained today will have diverged from
-release.
Given that the OpenBSD project has adhered very closely to the May & November release dates for many years, people can generally bank on seeing code freezes two months prior to release -- in other words, early March & early September. The fact that tagging happened for 4.9 in mid-February probably indicates that the developers agreed that nothing more was going into this release, plus, early tagging gives nominally more time for OpenBSD 5.0 development.
