Prism is largely limited to being an application specific web browser, turned generic. Chrome can do the same thing. Ditto for many browsers if you want to put in the effort. XUL is a bit more like it but Microsoft's old HTA system is probably closer.
Detailing what I envision is probably better done as a journal entry though, than chatting up in here.
