Apparently the card works with unsecured wireless, but once you apply security to it (didn't test WEP, since it's basically unsecured anyways), it's broken? Might be my specific chip...I don't know. I'll keep testing.

I did test my routine at work on a different laptop and I managed to connect to our WPA2 network up there...so I know I've got the order of operations correct, at least...though that was an iwi chipset.

EDIT - disregard...apparently someone in my household thought it would be hilarious to turn on access control in the wireless settings on my AP and not put any machines in the list. Turning it back off "fixed" this bwi card on my work laptop...
