While not 100% focused on torrents... I suggest MLDonkey. I use it for both torrents and ed2k and like it namely for being able to access it via web browser (MLDonkey can ran a small webserver).

Before MLDonkey I was a heavy user of rtorrent. Small, light and the perfect combination for screen and ssh.

Transmission CLI seems appealing from what I've heard and I'd probably look at it if I didn't' prefer the ed2k network.

I dropped an How-To setup MLDonkey if anyone is interested.
