No, i's because the Windows installer needs to reboot during the installation process.

The installer copies some files to the hard disk, reboots, boots from the hard disk, and copies more files ...
I guessing this was done for performance reasons ...? I don't know ... The Windows installer works in mysterious ways beyond the comprehension of mortals.
