Certainly.
The mount(8) command is available.
Here's an example of "chrooting" into a root directory (wd0a) on a hard drive:
# mount /dev/wd0a /mnt
# mount /dev/wd0d /mnt/usr
# /mnt/usr/sbin/chroot mnt ksh
