This really depends on the application you're using − or rather, the *toolkit* of the application you're using. Unlike Windows or OSX, there isn't really a single "standard" for this, leading to a somewhat fragmented user experience.

For example, GTK and Qt programs map ^A to "select all", while tk programs map ^A to "move the cursor to the start of the line"...
