Read from the Handbook:

I think the right way to build the kernel is this:
# make buildkernel KERNCONF=MYKERNEL
# make installkernel KERNCONF=MYKERNEL

What is your # sysctl kern.securelevel ? If I'm correct if you are with a securelevel 1 or higher when you are rebuilding your kernel the make install command will try to install your kernel with the schg flag.

install -C -o root -g wheel -m 444   libc_p.a /usr/lib

In this case I think your library is being installed with the schg flag, so try to remove it.

For further information read the man page of chflags.
