Yes. You can host web pages on your own server at home if your ISP allows it. For example, ATT does but Charter does not.

There are a number of free hosting services. Some better than others. Brinkster, I hear, is pretty good but I don't recall if it's Windows only stuff.

Most free services limit disk space and bandwidth so if you get a lot of traffic or have a lot of images you could run into a monthly shutdown. Also, some free services tend to add markup to the beginning of your page which screws things up when you try and write modern markup to current standards.

Paid hosting, however, is cheap and can be very good. You can get it for less than $10 a month.
