XFCE seems to have support for its own timezone setting. To access the settings, right click on the clock. I currently don't have a timezone set, and my clock is displaying the correct time.
Actually, I just set it to the correct timezone and it is still displaying the correct time. I did have issues with it in the past, but can't remember exactly what they were.
