There is nothing wrong with your system. 3Gb is practical maximum for i386 architecture. If you want to use all 4Gb you should install amd64 version of OpenBSD. At this point OpenBSD lacks technical capabilities to utilize more than 4Gb memory even on amd64 version. However extensive work and testing has been done to improve the situation. OpenBSD also uses n:1 multithreading model which means for instance that MySQL will not see any
performance benefit on bsd.mp kernel.

If you need such things, I would suggest you that you go with NetBSD or FreeBSD unless you need ultra secure data base. I personally would probably go with NetBSD. I would also check out OpenSolaris. There are lots of interesting things happening there but I am not familiar with Solaris on i386 so you will have to investigate.
