Did you manage to get this working?

I spent some time on this last night, but somehow became busier fighting proxy-arp on my wireless connection then debugging the proxy on 127.0.0.1:500

You don't need to be a genius to debug a pf.conf firewall ruleset, you just need the guts to run tcpdump
