OpenBSD 4.5 is no longer officially supported as of May 2010. 4.7 is the current release.

There was similar discussion on the official
misc@ mailing list on this DIOCGDINFO ioctl over a year ago
(when 4.5 had been released...). The developers have worked on a number of lower-level issues in the meantime. My recommendation would be to update to either 4.7 or install a snapshot of OpenBSD 4.8.
This is not a guarantee that a later version will fix the exact situation you describe, but reading through the discussion at that time, it was thorny, & resolution was not always obtained. Installing a newer version is a better bet, plus, 4.5 is no longer supported.
