You misinterpreted the quote, reread it, it says the FAQ is supplemental to the man pages..
The man pages are available online and as part of the system.
The FAQ is for convenience only... you can retrieve it via CVS, or you can use the generated PDF file on the ftp mirrors, but you're right, the 4.4 document is not available yet.. but this has been discussed on the lists Oko.

Fire off an email to him, ask for an ETA... or.. use one of the many html2pdf utilities findable via Google.
