If the NIC (Or any other device) is turned of in the BIOS then it would be like the device doesn't even exist as far as the OS is concerned, the driver would not load, nothing would show up with pciconf.

Two possibilities first come to my mind:
o The board is placed incorrectly and short-circuiting somewhere, common reason is a spacer in the wrong place or some casings that use very wide spacers don't work with all boards.
o The NIC broke.
