The sysctl is only needed if the video is non-DRM, and since Gnome requires 3D hardware acceleration -- and won't run without it -- it's unlikely to be required for a Gnome workstation.

To see if a system has DRM video, $ dmesg | grep drm will show line(s) from the dmesg(8) buffer if a drm(4) driver is configured, but will show no text if the hardware is not available.
