Ah ha! I think I have it now.

If jls is showing nothing, then there are no jails running.

Do you have

ezjail_enable="YES"
in your /etc/rc.conf? If not, then "/usr/local/etc/rc.d/ezjail.sh start" will do absolutely nothing.
