We need a whole lot more information than you've supplied, in order to help.

One doesn't "log into" ssh; ssh is a client/server application that is used for many purposes: terminal (shell) access, file transfer, and tunnelled TCP connectivity are just some of the most common uses.

So... here are a few things I'd like to know:
Describe your configuration where "ssh" is used. What is the client OS? The server OS? What ssh software are you using? How is it configured?

What is the network topology between the client and server?

Is OpenBSD involved in your "ssh" problem? (You posted in an OpenBSD forum.) If so, in what way? As the server? The client? Both? Which release of the OS? What architecture?

Have you performed any troubleshooting, or any diagnostics? If so, what did you do? What did you find out, or not find out?
