rdiff-backup is available as a pre-compiled package:

Information on OpenBSD's package/ports system can be found in
Section 15 of the FAQ. You should read all of it, however, you can begin by studying
Section 15.2. Depending upon the speed of your network connection, you can have the entire application installed within ~10 minutes. I don't use
rdiff-backup, but I suspect that most of the time will be spent in downloading/installing Python itself -- which will be handled by the package system itself.
