Default slow io from hdd

I just went from 4.0->4.5 with a completly reinstalled machine. I tossed all old idedrives and inserted 1 new satadrive (the 1.5tb seagate) otherwise its completly the same hardware. I have picked it into pieces and cleaned out all the dust.
The problem is slow transfers and high load.
Copying from one drive to another is at best 20mb/s but more common 5-10 and sometimes even dropping to 1mb/s and all this at 40-60% load?
Old system was almost constantly 20-40mb/s.
Going to test some benchmarkprograms(welcome to recommend one) tomorro, but for now i was hoping for some directions from you experts!
