Based only on the information you've provided, it seems you have hubs that do not report device attachments, but respond to scans at boot time. If that's not the case -- if, for instance, other OSes perceive the attachments automatically -- then you should
report the problem. The closest thing I've found looking through the misc@ mailing list for similar issueis an
informal problem report regarding all USB hotplug attachments, hubs were not involved. In that instance, the OP reported a rumour that the issue was fixed in a BIOS release for his workstation that was no longer publicly available.
