This looks like GNOME problem to me. Explain in detail you current setup and what have changed from time when everything was working fine.

To make sure that this is GNOME related, switch to KDE, Xfce, fluxbox, ........

Side note: ~/.login.conf should not be world writable (your whole home directory should not be world writable & readable)
