The people of the US built the US government and as a condition of it's existence the government agreed to abide by the "Bill of Rights" which include the first 10 amendments to the US Constitution.

Originally the internet was built as a military research tool and it can be well argued that there is no right to privacy on a military network.
At some point in the 1990s though, the government handed the internet over to the people and businesses for domestic use.

And at that point the "Bill of Rights" became important as laws governing the relationship between the people and the US government.
