Default Granting networking privileges to standard user

I would like to be able to use the sh /etc/netstart command to start the network, and to grant rw access to the /etc/hostname file. What is the best way to accomplish these tasks?

On OpenBSD, see the doas(1) and doas.conf(5) man pages. The more complex security/sudo is also available from your nearby package mirror.
