Smile OpenBSD: equal-cost multipath routing

Hi all!

There's a nice thing - equal-cost multipath routing.

Now there's a question.

Is it suitable only for locally generated packets?
Or we may also use it on routers with several uplinks?

Yes, I know that PF has features for outgoing load-balancing. That's why I ask this question :-)
