Default unicode and openbsd

Hi all !!

I still can't figure out why under OpenBSD 5.0/5.1 I can't save files (htmls or pdfs or any other kind) in their respective *unicode* names ..
In previous (4.8 ...) versions of OpenBSD .. this never was an issue .. so what's lacking in 5 ?
I set LC_All to unicode .. no change ..
the prob is not in reading/saving unicode pages , but in saving them in their original unicode names ..

I hope someone would inform me about those configuration files involved here ..

I tried saving a unicode page+original title on NetBSD current and it worked ..
what's in OpenBSD settings that prevents a unicoded title from being saved ?
