For anyone else that stumbles this way in search of info on how to switch from syslog to syslog-ng on OpenBSD, here's roughly how I did it:
1. install package
2. review and edit /etc/syslog-ng/syslog-ng.conf (probably minimal, if any, changes)
3. in /etc/rc.conf.local:
syslogd_flags=NO
syslog_ng_flags=""
pkg_scripts="syslog_ng"
4. reboot

And these days, rcctl(8) eliminates the necessity to edit your rc.conf.local(5) file.
