Default executing commands for all users when X starts with KDM

I run two commands when X starts to get the multimedia keys on my keyboard to work, and I'd like these to be run for all users.

I'm using KDM so how should I go about making these commands run globally? Is there a skel file I can edit to be copied to each new users .xsessions file, or should I be editing a global .xsessions file?
