Default Package availability

How long does it take for packages to become available?

BURP is listed as added on 2018-03-08[0] but pkg_ can't find it.

Code:
# pkg_add burp
quirks-2.367 signed on 2017-10-03T19:39:42Z
Can't find burp
# pkg_add burp-2.1.28
quirks-2.367 signed on 2017-10-03T19:39:42Z
Can't find burp-2.1.28
# pkg_info -Q burp
